In order to implement the spirit of the Nineteenth National Congress of the CPC and the relevant deployment requirements of the Opinions of the General Office of the State Council of the CPC Central Committee on Innovating Institutional Mechanisms to Promote Green Agricultural Development, the Ministry of Agriculture and the Agricultural Bank of China recently jointly issued the Notice on Promoting Financial Support for Green Agricultural Development. We will continue to deepen practical cooperation and accelerate the construction of a multi-level, wide-coverage and sustainable financial service system for green agricultural development. According to the circular, agricultural departments at all levels and agricultural banks should take deepening the structural reform of agricultural supply side as the main line, respect the laws of agricultural development and market economy, adhere to government guidance and market operation, and focus on agricultural infrastructure construction, agricultural science and technology innovation, agricultural structure adjustment and agricultural non-point source pollution control. Support a number of projects that meet the requirements of green development of agriculture.

"Notice" requires that agricultural departments at all levels and agricultural banks should strengthen communication and cooperation according to the characteristics of local agricultural development and financial needs, jointly promote innovative green financial products, improve credit support policies, optimize and improve service channels, and explore multi-party cooperation in financial services. The Notice clearly States that the Ministry of Agriculture and the Agricultural Bank of China have jointly established a coordination mechanism for financial support for the green development of agriculture. Agricultural departments at all levels will actively recommend business entities and agricultural projects to the Agricultural Bank of China, and the Agricultural Bank of China will give priority to accepting and approving loans in accordance with the provisions of credit management. At the same time, agricultural departments at all levels and the Agricultural Bank of China have established a system of information sharing and monitoring statistics, improved the tracking and precise service mechanism of project implementation, deeply excavated typical cases, typical experiences and typical models, strengthened publicity and training, and comprehensively and solidly promoted financial support for the green development of agriculture.
